Because of peoples background, i.e. evolution. All peoople trace their history back to Africa, several million years ago.

I agree. Here is ONE explanation.
People who have roots in the Scandinavian countries have fairer skin tone. Recent, last ten years, research into the migration of the human species through DNA links the origin to south central Africa. A migration to north eastern Europe by the human population who had darker skin tone and eventually Scandanavia occurred after that. The need for the absorption of Vitamin D from sunlight caused those with lighter skin to be healthier in the less illuminated northern climates. Those with darker skin tone had a disadvantage. This is the conjecture of the variants of skin tones. In today's world we can supplement the diet with Vitamin D so there should be no evolutionary advantage for either skin tone and therefore no need for discrimination by skin tone.

Their is a scientific answer to your question, I don't know much about the history but I do know some people have white skin as they have melanin only in the lower layers of the epidermis, this is why they have fair skin. People who have darker skin have large amounts of melanin in all layers of the skin.
