Government's legitimate role is to make sure business is not endangering health and safety of the public and that is operating honestly (for instance, that a pound of hamburger IS a pound of hamburger NOT 3/4 of a pound). Government, a government do as they expand their sphere of influence and have to keep their employees busy justifying the hiring of even more employees, have increasingly imposed rules and regulations, contradictory rules and regulations, fined (otherwise know as fund raising), and otherwise created barriers for business to overcome.

Government should ensure that businesses abide by the law. When they don't, they must impose fines and penalties in order to discourage other businesses from doing the same thing.
