(This answer pertains mainly to the USA.) Submersion is also known as "sink or swim", and it is illegal in the U.S. under the Civil Rights Act of 1964, following the Supreme Court decision Lau v. Nichols in 1974. While there may be some ESL students who could succeed in such an environment - very young students with a talent for language, or with high levels of linguistic and academic development in their first language - these are not the norm at any age. Furthermore, while students may eventually learn enough English in this scenario to participate in social conversations, they would be falling behind in content instruction (social studies, science, etc.) while they learned the language. In fact, even under current ESL programs many students cannot keep up with academics while they struggle with low English proficiency; this becomes more true the older a student is when s/he arrives in the U.S. The ideal for these students, while logistically impractical in most school systems, is bilingual education, which allows students to progress in content studies while they learn English, and then transfer their knowledge and skills to English when they become proficient. Finally, while it's true that our immigrant ancestors managed to survive without ESL, most of them were able to find jobs requiring very little English or education, and did NOT, in fact, "learn English" by this method. Little Italies and Chinatowns would not exist if this were true...
