The 1848 Large Cent is one of the more common Large Cents and right now they sell from about $20 - $40 in average circulated conditions and maybe $110 or more in better circulated grades. With the filled number, you may expect to see maybe $5 or $6 more for it from someone who collects errors but this can actually only be a rough guess without actually seeing the coin.

This structure is similar to the Pyramid structure in the flow of information except that the there are multiple sources, not just the Chief of Staff. The information is still based on the discretion of advisers, though, and is not always unbiased. Examples include Presidents Clinton and George W. Bush.
