He proceeded to remove federal soldiers who were in place to protect former slaves. He allowed the south to both drag their feet in ratifying the Thirteenth Amendment as well as to elect governments, stacked with former confederates. A high number of pardons were given to people who had risen in violent revolt against the country. Once he had done all these as well as gut The Freedman's Bureau, he then abruptly said reconstruction was over.
