As defined by Wikipedia, a Commander-in-chief is the commander of a country's armed military forces or a significant about of said forces.

In the United States, the President is the Commander-in-chief. That said he is over all military branches in all of our armed services.

Felipe Calderón is the current President of Mexico and by proxy, he is also the Commander-in-chief of all of Mexico's military branches. He is the supreme official of all of Mexico's military branches.

The President of Mexico serves a single 6-year term and is not eligible for re-election.

Peña is a member of the Institutional Revolutionary Party (PRI).

Anglo settlers to Texas weren't the only Mexican citizens upset in 1835. Quite a few areas of Mexico were in open revolt. Santa Ana had abrogated the 1821 Mexican Consstitution.
