Black people are not simply one whole of a people to be unjustly judged. Black people are individuals, and the decision on whether an individual can be trusted rests on the person whose trust is to be given.

Why are white people rude to black people when it's Black History Month?

Some whites are rude to blacks during Black History Month because they claim it is unfair and unequal to others without a history month. This is unfounded since there are other months designated for other races; they simply are not as high profile as Black History Month. Some even claim there is no White History Month which many have to repeat back that there is; it is every month on the calender. Since white history is taught no matter what, there is no need to have any specific month for it which is what many hope will happen for Black History and which is the whole point of it; that history about black Americans will be taught not because of a month, but because it is history and needs to be known.

Black people as a whole aren't weak, so your question of "why" is invalid. There are many strong black people, both physically and mentally. And though there may be some weak minded or weak bodied black people because of various reasons, it doesn't engulf every other black person, and there is someone like that within every race of the human race.

How much of a person would black people count?

Black people today and in the past count as the whole person they are. The claim that they were worth 3/5 of a white person is not true. The Constitution counted them as 3/5 toward representation, which was a compromise between those who didn't want them represented and those who thought they should count fully.

Does black is beautiful mean only appearance?

No not really. It is more of a pride thing. Often when people refer to something black it has a negative tilt like, for instance, bad guys wear black hats. But, for a business being "in the black" is a really good thing. Same thing with being a black person. The press tends to cover the bad things some black people do but a whole lot more good has been done by black people than bad.
