We are a very... wicked creature, if given the chance, we would take out our enemies without needing to worry about the law. Men would rape children without worry. Woman would steal each-others possession's. There would be endless bloodshed and fear. To control that basic human emotion, rage, humans put forth laws and penalties for disobeying those laws, unfortunately, the important laws get weaker with penalties and the least important become stronger with penalties.
