Because, even though there are a lot of laws that seem silly and stupid, if there are none at all, chaos will rein and terror will befall mankind. We are a very... wicked creature, if given the chance, we would take out our enemies without needing to worry about the law. Men would rape children without worry. Woman would steal each-others possession's. There would be endless bloodshed and fear. To control that basic human emotion, rage, humans put forth laws and penalties for disobeying those laws, unfortunately, the important laws get weaker with penalties and the least important become stronger with penalties.

Without laws, anyone can do whatever they want, whenever they want. Laws are basically permitted to stop anarchy happening. With out laws, imagine how we would be living?
