The Founders were very suspicious and cynical, even contemptuous of, government. They understood that, over time, liberty would diminish as government power grew. Checks and balances prevents one branch of the federal government from dominating over the other two and becoming too powerful.

For example, if the Executive branch tries to claim too much power, the Legislature has the power to impeach and remove the executive branch member who is out of control. Impeachment was never intended to be reserved for obviously criminal activities, but also for unconstitutional abuses of power. Impeachment is an inherently POLITICAL act. The power of impeachment has been re-interpreted so narrowly that it is essentially nullified.

The system of checks and balances was a new concept along with Democracy at the time that the practice was implemented in the 1780's. Built within checks and balances is the practice that the Executive (Presidential) Branch, Legislative (Congress) Branch and the Judicial Branch each with the power to monitor and address concerns with the other two branches. No group has the power to run unmonitored under this system.
