Though the first native-born Canadian Prime Minister from French Canada was John Abbott, he was a Freemason and tried to get the United States to Annex Canada, so we won't count him. Wilfrid Laurie, who served as Prime Minister of Canada from 1896-1911, was the first francophone Prime Minister and took conciliatory steps between French and English Canada. I think he's your best bet.Sir Wilfrid Laurier

Cardinal Richelieu
You mean King Louis XIV. Jean-Baptitse Colbert was a French minister of finance from 1665 to 1683 . He was recommended to Louis XIV by Cardinal Mazarin.
Cardinal Richelieu was a prominent figure in the French government. He served as the Chief Minister under King Louis XIII from 1624 until his death in 1642. Richelieu played a key role in centralizing power in France and strengthening the monarchy.
Cardinal Mazarin
Cardinal Mazarin, Louis's godfather, served as Lois XIV's chief minister in his youth. Cardinal Mazarin was unpopular in France, and his policies led to several years of civil disturbances called the Fronde. Twice Mazarin had to flee from Paris, but finally in 1653 he put down the Fronde. Its failure strengthened the king's authority over the nobles. When Mazarin died in 1661, Louis declared that he would be his own chief minister. He had received a thorough education for kingship. Mazarin had taught him to choose wise counselors. The greatest of Louis's ministers was Jean Baptiste Colbert. Colbert reorganized French finance and promoted economy and industry. Hope I helped :)
