THey are responsible for enforcing Federal law, but they are also expected to enforce provincial and local laws as well. In some areas of Canada, they are the only police - there is no municipal or provincial police Some Provinces also have police forces such as the OPP (ontario provincial police) who enforce highway laws, provincial laws then cities have a police force. Not sure if this is what you asked, but hope it does.
The NWMP didn't settle - they were a police force in the north west of Canada. They were sent out west to protect settlers and First Nations.and poo

The purpose was to force Canada to live up to it's promises to Western Canada, most notably British Columbia. The disparity in political power in Canada was made very clear in the depression. Federal money and support went to regions with political power, not to those thousands of miles away in the West. Yet these areas were promised support. That was one of the main arguments for Confederation, support from a larger group. The purpose was to force that support from Canada when it was needed most. Canada of course seen it as yet another Western Rebellion and acted in the expected manner using their very own Paramilitary Police force originally created for just such rebellions. Another Rebellion was put down violently and the purpose to get support failed.
