It was invented in 1967 in order to encourage the flow of skilled migrants. In order to become a permanent resident, you must have 67 points. The points are given for education, language (English or french) work experience, age, employment in Canada (whether you have a job waiting for you, etc) and adaptability (how well will you be able to adapt to Canadian culture)
