The citizenship of the residential hopefuls parents is not important. It does not matter if none, one, or both of a persons parents had United States Citizenship. What does matter is that the person in question was born a United States Citizen.

NO. YOU must be a natural born citizen, born to a citizen or legal resident of the US.

One parent must be a US citizen (born or naturalized) with no less than 5 years residency within the US, for you to be considered a natural born citizen, if born outside the US. Your actual place of birth does not matter.

All children born within the US to a US citizen, or legal alien, are US citizens, regardless of the parents' length of residency. Children born to illegal aliens or "temporary residents", (foreign government officials or vacationers), are not eligible.

Example: John McCain (born 1936), who ran for the Republican party nomination in 2000 and was the Republican nominee in 2008, was born at Coco Solo Naval Air Station in the Panama Canal Zone. Both his parents were US citizens which confers citizenship on him, by birth, as well.

Also, recent arguments that due to Obama's father not being a naturalized citizen he is ineligible to serve are moot, as are even claims that he was born in other countries, i.e. Kenya, as a part of the Constitution states that even if one parent is an alien, as long as the other is a U.S. citizen that has lived for at least 5 years in the U.S.A., then regardless of where that person is born, they are considered a U.S. citizen until alternate citizenship status is obtained.
