"The People" established the union, and in theory they alone can abolish it. Only "The People", in the form of decisions made by the various states, can amend the Constitution. Amendments DO NOT have to originate in the federal government, and the federal government does not have a say in whether or not an amendment becomes law. Of course, voting is an important right that many in the US do not use. It would be an odd thing indeed for the people to decide to end the union, but if that amazing thing ever happens, it would probably be to institute another kind of government, or to undertake a major re-writing of the present Constitution. I say this because this would be an orderly process that the people would employ if they are operating freely. If the government is ever overturned in a disorderly way or as a result of war, then the authority of the people is not the operative force.
