Washington, Jefferson, Jackson, Buchanan, Cleveland, Wilson, Harding, Roosevelt, Eisenhower, Kennedy, Johnson, Bush, Clinton 13 all but two took the country to war.

Actually Washington did not technically take the country to war! He was sort of drafted into being the Commander in Chief, and he was not president when he was Commander in Chief. He became president after the war.

Also, there was not war when Jefferson was President or Jacskon either.
