I would guess not, it would make sense if there is other life "out there" (doesn't mean they are "intelligent" and abducting people) but it isn't likely they evolved the same way as humans and probably aren't what we would consider human. It is much more likely they are humanoid (looks sort of like a human) but we can not tell until we find such life.

It would make sense that the capital should be in the center. But since the universe has no edge, it has no center, which means that no matter where you are in the universe, the view is the same. So the most central location in the universe is the entire universe.
