Because political culture is hard to define
Beliefs and opinions people share about government and social responsibilities of the society they live in. Culture refers to the way of life of a given people,that is, the shared norms,values, beliefs and practices of that given society therefore i think political culture refers to the political norms i.e(constitutions),political values i.e(democracy,equality), political beliefs i.e(justice), and political practices i.e(elections) that shape peoples attitudes,opinion,behavior and the level of participation towards their political system. It is this perspective that leads me to look at the following aspects of political culture of a given society; a society that has either a participant political culture, subject political culture or a parochial political culture
Why political culture is important to under stand? it is important to understand because you need to what you can and can't do.

Many historians believe that the political culture of the US' antebellum era was corrupted by slave holders who consistently sought to " make every issue a constitutional one". This often raised the stakes of political dialogue and made their opponents seem to want to disregard the Constitution.This, of course was a major hurdle for the Republican Party.

Many historians see Roman culture as a continuation of Greek culture because of the vast number of similarities in the cultures. Even the gods and goddesses were extremely similar along with the architecture and the styles of art.

Almond and Verba classify political culture into three main types: parochial, subject, and participant. Parochial political culture is characterized by low levels of political awareness and involvement. Subject political culture involves citizens who are more engaged but still defer to authority. Participant political culture describes citizens who are actively involved in political life and decision-making processes.
