The basic problem was that small states did not want to wind up being completely dominated by larger states and having no say in national decisions, while large states wanted to have the degree of influence that they would be entitled to because of their large populations, under the principle of democracy that every individual should have an equal vote. This conflict required a number of compromises to be made, particularly in the design of Congress, which has a House of Representatives in which the more populous states have more representatives, and a Senate in which every state has exactly two senators.
