The requirements are the same everywhere in the United States, because pilot's licenses are issued by the Federal government, not the States. You have to be 17 to get a license to fly an ordinary airplane. You can become a student pilot at 16, and you can take lessons at any age as long as you're accompanied by a licensed pilot (such as a flight instructor, although any licensed pilot will do).
