well, many countries have owned it in the past, one of them is France. it is a common language, i think the official one is dutch though.

its also kind of like America. That's like saying why do people speak Spanish in America. once again spanish is common in America not the official language.
In Belgium live people who speake Frensh and other people who speake Dutch. The people who speake Dutch also have to learn Frensh at school.
Belgium is culturally actually divided in two. In the Flanders, people mostly speak Dutch (Flemishes) and in Bruxelles and in the south, people speak French (Wallons). The eastern area of Walonny is speaking German, but it is a minority among Belgians.

Those three languages are official.

The use of the French is historically explained by the proximity of France.

French is a romance language derived from Latin. Gaius Julius Caesar, a Roman (the speakers of Latin), conquered Gaul (modern day France) in the mid 1st century BCE. The region became Romanticized and it, like Spain, began speaking Latin which developed dialectical differences and eventually became a separate language, in part because of the influence of the substrate Gaulish language being spoken at the time.

Because of Germanic invasions during the decline of the Roman Empire (approximately) in the 6th century CE and onward. French was heavily influenced syntactically and borrowed vocabulary from Germanic, but prevailed. A language we identify as Old French has been attested since the 9th century CE. Thus France speaks French as a result.
