American leaders chose to create a new plan of government
because they were afraid that, with the plan of government they had already, the new nation would fall apart.

there are many, many reasons for this. For a definitive answer, you should read the constitution and the federalist papers. Simply put, the federal government is responsible for acting in the interests of all states in the union, protecting international borders, aiding states in the cases of disaster (natural, economic, etc) and some other very broad aspects (a unified currency, a unified trade, standards of education, health care standards, etc). Many states might have different goals than some others, and that is fine, but reaching those goals cannot impede on the well-being of another state, so there must be a unifying standard. Also, on a global stage, we are much more powerful together than any one state would be on its own, etc etc etc. The more i go on, the more complicated the role of the federal government becomes, so I'll point you back to my first statements, look to the constitution and the federalist papers for the real answer.
The American government was elected to safeguard the interests of the American people. It also upholds the sovereignty of the nation.
As a nation, our first government was established at the end of the revolution via the Articles of Confederation.
The House of Representitives was formed. And still government power was abused.
