Greece was a republic! Their republic governing system inspired our democratic-republic system, in the US.
Each city-state elected a group of representatives to vote on issues and govern, similarly to our democratic-republic, except that in the U.S, we, the people, also have a say beyond voting (think election-day ballot questions, strikes, petitions, etc.). This is because in ancient Greece, politicians would sometimes pass laws that were unfair or just for their benefit, and the people wouldn't be able to protest. Each city-state had a polis, or a meeting place, where the representatives would vote. For e.g. the 'Acropolis' in Athens.

Many were governed by an oligarchy: a small, powerful elite, usually from the upper class. In Sparta, the warriors elected their king. In Athens, there was a democracy in which various governmental bodies met to decide policy.
Each of the city-states had its own government. The city-states were independant, though some often formed defensive leagues.
The form of city government varied - they had moved on from the early kings to oligarchies - initiaally elite aristocracies which progressively broadened to include the whole warrior class as they were able to demand this. Then came democracies where all male citizens had a vote in state affairs. Generally over several hundred years there was a mix - some cities were broadly-based oligarchies, some were direct-democracies for shortish periods, and kingdoms re-emerged by Alexander's successors which absorbed the city-states.

Ancient Greece was made up of a lot of small city states, which were each ruled by their own individual ruler. There was no ruler of all of Ancient Greece until the time of Phillip II, Alexander the Great's father, who united all of Greece and Macedonia.
