Ancient Greece wasn't "founded", it just kind of happened and no particular person sat down and wrote up the "Constitution of Ancient Greece." Rather, it was a collection of independent city-states founded at various times by different people or groups of people, who certainly would not have regarded themselves as "ancient" anything, but rather as the very cutting edge and pinnacle of culture (and in some ways they were right to do so).
The idea of a unified Greece under one government is a modern construction. Ancient Greece was a region, not one country. The various cities, such as Athens, Thebes, Sparta, Corinth, Megara, Delphi, Pylos, etc. each ruled themselves independently of one another, leading each to be called a city-state, since the city and the surrounding countryside were independent of other states. Since the city-states were all independent, they each had their own form of government.

The earliest form of government of ancient Greece was monarchy. In the pre-Classical period, ancient Greece was composed of small geographic units ruled by a local king. Over time, groups of the leading aristocrats replaced the kings.
There was no 'first Greek person', as Greece was populated by whole groups of people settling in Greece. The earliest famous Greek is Homerus. Only it is uncertain if he actually existed.
