The dominate started to form in the reign of Galienus (253 - 268) and took its final form in the reign of Diocletianus (284 - 305).

A precise date for the formation of the Roman empire cannot be given but by winning the war against the Latins in 340 BC, the Romans began their expansion and by 265 BC Rome held all of Italy south of the river Arno. In 241 BC western Sicily became the first Roman province. So you could loosely say that the Roman empire was formed in the twenty-four years between 265 and 241BC.
