A precise date for the formation of the Roman empire cannot be given but by winning the war against the Latins in 340 BC, the Romans began their expansion and by 265 BC Rome held all of Italy south of the river Arno. In 241 BC western Sicily became the first Roman province. So you could loosely say that the Roman empire was formed in the twenty-four years between 265 and 241BC.

The first emporer of rome Augustus ruled around 27 B.C which made rome the most beautiful cities. He once said "i came to rome as a city of cement and left it a city of gold"
