Based upon the statistic of the year 1860, the population in the USA was:

UNION - 18,715,055, of which 1,798 slaves;

CSA - 9,103,332, of which 3,522,724 slaves;

BORDER STATES - 3,024,745, of which 430,920 slaves.

Also the South was about one quarter slaves (not allowed to serve in the Confederate army until the last weeks of the war.)
