Civilians had to tolerate it, until their town (village) was either destroyed from crossfires, or was re-located to a South Vietnamese government sanctioned area. As a general rule, civilians didn't go outside of their homes at night time. Many times, civilians were fired upon when seen moving during the hours of darkness. If there was movement, and/or firing because of it, then more than likely that "Vill" (village/town) would be searched/and or destroyed shortly thereafter.
