Lincoln's main issue was to preserve the Union, not slavery, in one of his speeches he state that if he needed to free all the slaves he would do it, if he needed to free some slaves but not others he would do it, and if he had to maintain slavery he would do it, in order to "preserve the union." repeated his commitment not to interfere with slavery where it already existed.
