The United States had a proposal to punish Germany after World War II. In particular, there was a proposal by US Secretary of the Treasury James Morgenthau known as "The Morgenthau Plan". It called for the destruction of the entire industrial capability of Germany and making Germany into a purely agrarian country. The proposal was vetoed by the Allied Powers.

Germany also caused a great deal of damage to Frances infrastructure, human life and economy.
Germany marked the beginning of World War 2 after the harsh treatment from the treaty of Versailles. They wanted revenge and their country was in big debts after all the costs. Germany were not even allowed to create any alliances or army's according to the rules of Versailles but they did anyway
