Im not for sure actually but it might have been because it was an authoritarian government at the time and he was running Austria/Hungary poorly. This was, however, the catalyst of the war because even though nobody liked him, he was a leader, and Serbia's Black Hand killed him. I guess that didn't really help either, because many people were living saying that he was actually the spark of the war, which probably made more people dislike him than necessary.
