No- the capital was not in Washington when Washington was President and the White House was not yet built.
Abraham Lincoln was born in Kentucky, died in Washington DC, but spent the majority of his life in Illinois where he was a self-educated lawyer, captain of the Illinois militia, and Whig representative in the Illinois House of Representatives.
He was born in Hardin, Ky. At 9 years old he was moved by his family to Spencer County, Indiana. At the age of 21 he moved to Macon County, Illinois. One year later he move to Coles County, Illinois. At the age of 35 he moved to Springfield, Illinois which was his home base from then on. Of course as President he lived in the White House.
Lincoln lived at New Salem and at Springfield. The village at New Salem has been restored to look as it did when Lincoln lived there and his house in Springfield is open to visitors. The is also a new Lincoln museum in Springfield.
