By putting pressure on the slave-states of Missouri, Kentucky and Maryland to stay loyal, or at least neutral.

By keeping Britain and France out of it, when he eventually declared it to be a war against slavery.

Abraham Lincoln anticipated before the end of the war the need for a smooth transition of southern states back into the union. He presented the merciful Amnesty Proclamation which offered pardon to confederates who had not been involved in excessive brutality or treasonous leadership during the war who would pledge their allegiance to the union.

The Amnesty Proclamation, presented by Abraham Lincoln in 1863, offered pardon to confederates who had not been involved in treasonous behavior or brutality during the war. These individuals were required to sign an oath of allegiance to the union. This is part of Lincoln's plan for a smooth transition of southern states back into the union.

President Lincoln made his #1 priority to restore the Union. Lincoln viciously threw himself into research on war tactics, military strategy, naval combat, and politics during war. He had almost gone mad by that time. Then he knew everything and had a much better understanding on warfare during his time.Due to Lincoln's newfound knowlege, he gained the courage to issue a great Proclaimation, that would send mixed feelings throughout the weak nation. that proclaimation was called EmancipatinProclaimation.
