The members of the Constitutional Convention are responsible for creating the United States Census. In 1787, the US became the first nation to make a census mandatory. Article I, Section Two of the Constitution mandates that "Representatives and direct taxes shall be apportioned among the several states. . .according to their respective numbers. . ." In order to do that, a census would have to be taken to count the number of people. The first census took place in 1790. Well, the 14th Amendment (Citizenship Rights & Due Process) was ratified in 1868, so that ended the prior three-fifths-of-a-person rule for African Americans. Since a census is conducted every ten (10) years by the federal government, the next census would have been in 1870, so that would be the first year African Americans were counted as a whole person. However, if you would like to be technical, then they were counted as three-fifths of a person in the first census in 1790.
