In 1786, farmers assembled in conventions and demanded that their property tax be lowered. To make up for the loss of revenue, they called for the abolition of aristocratic branches of the government in Boston. A Revolutionary War veteran named Daniel Shays led about 2,000 armed men against the Springfield arsenal. The governor of Massachusetts asked for help from the national government but the government under the Articles was unable to act. The rebellion eventually collapsed but the problems continued. Shays and his followers believed they were simply carrying on the sprit of the Revolution. Thomas Jefferson, then minister to France, agreed with them. "A little rebellion now and then is a good thing," he wrote to a friend. "The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants." Washington did not agree with Jefferson. He welcomed the failure of Shays's Rebellion and he compared it to his having to use force to prevent a military coup by a group of army officers under his command. He believed citizens could not take up arms whenever they felt something was not done correctly or they had a grievance.

The consequence of Shays' Rebellion, which occurred in 1786-1787, was a significant acknowledgment of the weaknesses in the Articles of Confederation, particularly regarding federal authority and the ability to maintain order. The uprising highlighted the economic distress faced by farmers and the need for a stronger central government to address such issues. Ultimately, it contributed to the push for the Constitutional Convention in 1787, leading to the drafting of the U.S. Constitution. The rebellion served as a catalyst for discussions about federalism and the balance of power between state and federal governments.

Shays' Rebellion highlighted the weaknesses of the federal government under the Articles of Confederation, particularly its inability to maintain order and provide for national defense. The uprising of disgruntled farmers in Massachusetts, protesting against economic injustices and aggressive tax collection, demonstrated the government's lack of power to raise a standing army or enforce laws. This event underscored the need for a stronger central government, ultimately leading to the Constitutional Convention and the drafting of the U.S. Constitution.
Both Shays' Rebellion and the Pennsylvania Mutiny highlighted the weaknesses of the Articles of Confederation, particularly the federal government's inability to maintain order and respond effectively to civil unrest. These events underscored the lack of a strong central authority to raise funds or a standing army, leading to fears about the stability and security of the nation. As a result, Americans recognized the need for a more robust federal framework, ultimately prompting the Constitutional Convention and the creation of the U.S. Constitution.
