William H. Seward of New York assumed that position on 5 March 1861 and served until 4 March 1869. He served under both Lincoln and Johnson and is famous for the Seward's Folly or the purchase of Alaska. He was also instrumental in keeping Europe from entering into or interfering with th US Civil War.

As an aside, Seward ran for the Republican Party's presidential nominee versus Lincoln in 1860.
