Well it should be Greece. No other nation has such great history. Greeks had civilization thousand years before the birth of christ(8th century BC) and Greeks called the other nations Barbarians because in their ears when they were talking they hear only "var var" varvaroi(Greek word)=barbarians plus the other modern nations had not yet created civilization and people lived in caves believe it or not! It's the place where democracy was born and the place where philosophy, science, medicine and so many other things were studied in the way we do today. You can't even imagine what information and knowledge humanity lost when the library of Alexandria was burnt!!!
"Best" is a very qualitative statement, but if you look over the entirety of human history, the longest and most successful civilizations have been the Chinese and Indian. They have had a rough last few hundred years, but taken over the last 4,000 years or so they have clearly been the scientific, cultural and military vanguard of civilization.
More modern European cultures, such as the British, French, and Italians have had a very successful time since the renaissance, but not really much to shout about before that. The Persian cradle had a great run up until Christ was born. The Middle Eastern civilizations faded during this millennium. Japan has done well in patches, but its impact globally has been small.
Russia. From the era of the Princes to Kievian Russ' to the Grand Duchy of Moscow to the Tsardom of Russia to Imperial Russia to the Soviet Union and now the Russian Federation.
There are many people who could be considered the greatest mind in history. Albert Einstein is often considered one of the smartest, most influential men in history.
