because the things were the property of the people
The Winter Palace in Saint Petersburg, Russia was home to the Russian monarchs. In 1905 after the events Bloody Sunday the Russian monarch moved to Alexander Palace.
The Winter Palace was the headquarters for the Provisional Government. The Bolsheviks did not like how the government was being run so they wanted to take over. A major thing they wanted to change was to take them out of the war.
Alexander/Catherine Palace was the main residence of the Tsar and his family. But they did have over twenty palaces and mansion at their disposal, ah the decadence. They lived mainly in Alexander Palace in Tsarskoe Selo, Russia (Tsarskoe Selo stands for "Czar's Village." It was yellow and probably one of their smaller palaces. They lived in Livadia Palace and Peterhof Palace over the summer. The Winter Palace (seen in the Disney Movie "Anastasia", used to be the main residence of past Czar's, but Nicholas II was told he could not live there because of security problems.
22nd January 1905 Bloody Sunday was march of working classes, lead by Father Gapon to the Winter Palace with the intention presenting the Tsar with a petition asking him to use his power to relieve their conditions. The Palace Guard panicked resulting in the crowd of women men and children being fired on. Around 200 people were killed and many more wounded. Although Nicholas II was absent at this moment in time it damaged his reputation as the "little Father" the guardian of Russia and its people, causing Farther Gapon to cry out " there is no God any longer there is no Tsar."Over 100 workers were killed and some 300 wounded.
Bloody Sunday began as a peaceful march of petitioners to the Winter Palace in order to present grievances of the people to the Tsar for his consideration. The marchers sang songs of homage to the Tsar as they moved to the Palace indicating that they still held the Tsar in high esteem and most even saw the Tsar as almost a deity. However, when the Cossack cavalry rode through the marchers and when the Palace Guard fired their rifles into the crowd, they lost that feeling that the Tsar was their protector. Fr. Gapon, the main organizer of the march later said "There is no Tsar." By that he meant there is no Tsar of the kind that the people thought he would be to them, namely their protector.

Tsar Nicholas II was at the Alexander Palace in the small town of Tsarskoye Selo about 25 miles south of St. Petersburg. The palace and village was like a retreat for the Tsar and family away from the official Winter Palace and bureaucracy of the main capital St. Petersburg. The Tsar was never expected to be at the Winter Palace to receive the protesters and was not on that day.
The Winter Palace contained many rooms including the Great Cathedral. It was one of the official residences of the Russian Monarchs.
