It was a plot by Arthur Zimmermann, the German Minster of world affairs, to encourage Mexico to attack America in return, Germany would help take back lost territory, which includes all of Texas, Arizona, and New Mexico. This was if America entered WWI, and attacked Germany. But the telegram was intercepted by the British, and they informed America, which helped bring America to war. Mexico never attacked, and so the Zimmermann plot was a failure
