The Congress of Vienna limited the French power and restored the French monarchy that had been overthrown during the French Revolution. During the meeting, Russia, Prussia, Austria, Great Britain and France took many steps to make the weak countries around France stronger. (The former Austrian Netherlands and Dutch Republic were united to form Kingdom of the Netherlands. A group of 39 German states were joined as German Confederation, dominated by Austria. Switzerland was noted as independent nation. The Kingdom of Sardinia in Italy was strengthened by the addition of Genoa. These changes enabled the countries in Europe to contain France and prevent it from overpowering weaker nations.

Europe was upset by Napoleon and wanted to have a balance of power by other European nations to prevent something similar from happening again. Germany was not yet a united country. Russia wanted control of Poland. France originally was not invited by Tallyrand allied himself with Spain, Sweden, and Portugal. Austria was afraid that Russia would become too powerful with all of Poland so Britain, Austria and France signed a secret agreement to go to war against Russia and Prussia. So Russia did not get all of Poland, it got Warsaw and Finland. Prussia got 3/5 of Saxony and Posen, and the Rhineland. The Netherlands got what is now Belgium. Britain got Cape Colony in Africa. Italy was under two kings; the King of Sardinia had the Piedmont, Nice, Genoa, and Savoy; the King of Sicily had Naples.
